It is my third visit to this medieval town, cradle of Russian statehood. Our cooperation between the G.O.R.K.I and the Yaroslavl the Wise Novgorod State University is on excellent tracks.
Always a pleasure coming back, working with professionals who are hands on and hospitable.
My sincere thanks to the Rector and the Governor and their colleagues for the perfect organisation and warm welcome for my colleague Viktor Titov as well as 2 boxers and one little Charlie.

In previous times, they had a good cooperation with the university of Hildesheim which I am familiar with.
Today we discussed my book on Diplomacy which was published in Hildesheim in 2020.
But all those cowards of German or Austrian universities refrain from cooperation with Russia

Meanwhile the world has shifted away from marginal Europe obsessed once more with warfare instead of Diplomacy.

Перезагрузка отношений между Россией и США уже началась в отличие от отношений РФ с Европой, рассказала Карин Кнайсль, руководитель Центра G.O.R.K.I. СПбГУ.

«По поводу развития отношений России с Соединёнными Штатами достаточно много уже сейчас происходит. С 12 февраля переговоры с Вашингтоном активно ведутся. В отличие от взаимоотношений (России – ред.) с Европой, там всё не так гладко… Есть достаточно много тем, на которые Вашингтон и Москва могут общаться между собой. Украина — только одна из них, не самая важная. К примеру, есть вопросы взаимодействия по изучению космоса, есть Сирия, есть борьба с терроризмом и очень много других вопросов», — сообщила Карин Кнайсль.

Также, отвечая на вопрос РИА Новости о том, справится ли ЕС, если США переложат на них все вопросы поддержки Украины в военном конфликте эксперт отметила, что Европейский союз без военной помощи США не сможет полноценно поддержать Украину в военном конфликте.

«Мы не ожидаем, что они справятся с этой нагрузкой, потому что это вопрос приобретений вооружений, в том числе у Соединенных Штатов. Европа нуждается в военной промышленности США… Сейчас Франция очень расстроена тем, что Германия и Польша закупает оружие не во Франции для этих целей, а в США», — считает Карин Кнайсль.

Сегодня руководитель Центра G.O.R.K.I. СПбГУ находится с визитом в Великом Новгороде, где провела лекцию для студентов НовГУ в рамках приоритетного регионального проекта «Город-Университет».

Today, as part of the IX International Economic Symposium held in honor of the 85th anniversary of the Faculty of Economics at St. Petersburg State University, Professor Karin Kneissl gave a public lecture titled “Russia and the USA: the return of classical bilateral diplomacy.”
This lecture was moderated by Vice-Rector of SPbU Viktor Titov.

Professor Kneissl, an internationally recognised diplomat, emphasised: "Diplomats are born rather than made". This craft requires a subtle understanding of the context, nuances and readiness for long-term dialogue.

The main topic of the lecture was the possible revival of bilateral diplomacy between Russia and the United States. According to the professor, the countries still have points of contact, especially in the areas of business and resources. Despite the current tensions, there are still real opportunities for pragmatic cooperation.

She also highlighted the shifting global landscape: amid rising tensions between the U.S. and China, and China's recent halt of LNG imports from the U.S., it would be strategically sound for Washington to reconsider its stance toward Moscow and explore a return to mutually beneficial engagement.

At the end of the lecture, Dr Kneissl answered the students' questions and congratulated everyone present on the upcoming Easter holiday!

On April 18, 2025, the G.O.R.K.I. Centre SPbU held a round table titled “The Great Victory in the Social Memory and Exploits of the Defenders of the Fatherland.”

The event took place at the historic Kelch Mansion in St. Petersburg and brought together scholars and experts to reflect on the legacy of the Great Patriotic War and its enduring role in shaping national identity and values.

The round table was moderated by Karin Kneissl, Head of the G.O.R.K.I. Centre, and SPbU Vice-Rector Viktor Titov.

The opening remarks were delivered by Natalia Simchenko, lecturer at the Russian Society "Znanie" and Doctor of Economics, who emphasized the importance of preserving historical memory as a foundation for Russia’s future.

Key presentations included:
• “Economic Foundations of the Victory of the Soviet People in the Great Patriotic War” by Gennady Bogomazov, Honorary Professor, SPbU
• “Sergey Ivanovich Tulpanov – Outstanding Scientist, Military Leader and Citizen: Historical Role and Scientific Heritage” by Natalia Kuznetsova, Honorary Professor, SPbU
• “Strategic Importance of the Battle of Leningrad” by Nikita Lomagin, Professor, Department of World Economy
• “Social Programs in Besieged Leningrad” by Zhanna Pisarenko, Professor, Department of Risk Management and Insurance

The final discussion focused on how academic communities can contribute to preserving the memory of wartime heroism and transmitting it to future generations.

The G.O.R.K.I. Centre plans to continue this important dialogue through future academic and public initiatives.

On April 16, 2025, the round table titled “The VUCA World and the Race for Resources: The Case of Russia, the US and Ukraine” took place at the historic Kelch Mansion in St. Petersburg. The event, organized by the G.O.R.K.I. Centre of St. Petersburg State University, brought together leading experts in geopolitics, economics, and resource management to discuss critical challenges and strategies in an increasingly volatile global landscape. 

The round table featured presentations on topics such as mineral resources in international relations, transactional diplomacy, and the development of rare earth metal industries in Russia. Notable speakers included Nikolai Plotnikov (Head of the Central Scientific Analytical Institute), Stanislav Tkachenko (Professor at SPbGU), and Igor Pyagai (Scientific Director of the Mineral Processing Center at the St. Petersburg Mining University). The discussions were moderated by Karin Kneissl, Head of the G.O.R.K.I. Centre. 

Students from the Faculty of Economics and from Empress Catherine II Saint Petersburg Mining University attended the round table and engaged in the lively discussion session. Their involvement underscored the importance of academic dialogue and practical insights for the next generation of economists and policymakers.

Yesterday, on 15 April, the Kamin Talk entitled ‘The Second Circle Around the Earth. Yuri Gagarin as a Hero and Diplomat’ was held at the G.O.R.K.I. Centre in the format of cinema evening. The participants were offered to watch a 2024 documentary ‘Gagarin. The Second Circle Around the Earth’ that told a story about a Gagarin’s historic tour all over the world, during which he proved himself not only as a good cosmonaut, but as a great diplomat as well.
 
After the film participants joined the open discussion on many different topics, one way or another connected to the film’s main idea about the diplomatic impact of Gagarin’s first flight and his world tour. Participants stated that there can be some similar examples in our today’s world, when great people can unite different countries – the figure of Alexander Ovechkin was mentioned several times. At the same time, most people agreed that this Gagarin’s world tour couldn’t be repeated nowadays in a similar way because of higher levels of politization in some regions of the world, where even the greatest deeds could be represented as threats only because of the country it was done in.
 
At the end, the participants agreed – Earth needs more people like Gagarin who may act as icebreakers in these turbulent times. Countries need to find common grounds on the most important issues for the good of humanity.

During yesterday’s second master class in the Energy Course Karin Kneissl not only touched upon important theoretical and practical topics (oil prices, key organizations like OPEC, opportunities of different countries etc.) but also discussed some current issues with the students.

In the open debate participants had an ability to express their thoughts on stock market panic happened last week and share views on possible outcomes of the current geopolitical situation.

The holiday itself is dedicated not to the tree, but to the triumphal entry of Christ into Jerusalem six days before the Jewish Passover, that is, six days before His Crucifixion.

80 years ago on April 13th Vienna was liberated by the Red Army.

Despite all distorted rewriting of history it was millions of Soviets who sacrificed their lives in fighting Nazism. Today their descendants are not allowed to participate in commemorating the liberation of Austrian concentration camps where Russian resistance fighters were murdered.

I am aware of the many stories told in every family. These stories also form history. My father knew the Soviet zone and he never spoke bad about the Russian soldiers.
My mother grew up in the French zone.

And I had the privilege to grow up in a neutral Austria, but these times are gone. Austria has changed a lot.

50 years ago on this day, war started in Lebanon. Was it a civil war?

In the very end maybe when Christian Maronites fought their brothers and cousins between 1989 and 1990, when there were checkpoints every 100 meters.
But it was a proxy war with many different "investors" from across the world, with professional killers and their drug addicted franc-tireurs. This type of warfare against civilians keeps repeating itself. Lebanon has become a metaphor of a tragic mix of ethno-tribalism, for "balkanization", for militias and terrorism. But Lebanon also means freedom and hospitality.

There is always an official date for a war, but there is a bloody chapter before this official start. In the case of Lebanon, much begann in 1948 with the first expulsion of Palestinians, then 1967 and above all 1969 when PLO fighters were allowed to openly carry their arms. It was the Cairo agreements that triggered the implosion of the state.

I studied this war, I partly lived it and I suffer with everyone in these years of renewed destruction. When I left Lebanon in September 2023 I never expected another war to start. People were exhausted, the country totally broken and everyone only tried to survive. I am grateful that I had the chance to survive as well. It was tough to obtain a residence permit in the absence of functioning administration, to organise daily life when there is no regular electricity. But there was freedom, live and let live. And I underestimated the thirst for violence by Netanyahu & Co. Many Israelis protest against this killing without any goal. Ministers resign, but so far little change. May humanity prevail. And there is a lot of human kindness in the Lebanon I once knew.

Please find attached my recent comment for the Russian business daily Vedomosti entitlte "Yes to Bourbon - no to Coca - Cola.

It was a week of collective hysteria on the financial markets. Last night, Trump announced to put certain tariffs on hold, while rising those against China. Then the EU some hours ago announced a suspension of its retailatory tariffs, while the US kept the car import tariffs at 25% if I correctly understood the chaos.

But what is bizarre and interesting is the public debate in Vienna, where eocnomic experts (sic!) join certain media on boycotting Made in the USA, such as not drinking Coca Cola and better buy the copied brand at the Austrian discounter.....

They remind me of some radical Islamists back in the 1980s who recommended Mecca Cola instead of THE US.brand Coca Cola. In Russia I never heard of such a debate.

Indeed interesting times give way to very interesting old and new phenomena.

The real issue for the EU is: they are unable to replace US services like Creditcards, Amazon, YouTube etc. Big or small tariffs, the Europeans are stuck in their home-made mess. Do not blame Russia!

Медвежье семейство у лужи в тайге.🐻🐻
В лесу не так много мест, где можно утолить жажду. Поэтому для животных каждая лужа с дождевой водой очень важна. Я установил камеру, чтобы узнать кто приходит на этот водопой. Как выяснилось - медведи самые частые гости. Но мишек не устраивал ракурс камеры, поэтому каждый из них попытался подвинуть её в нужную для себя сторону.🐻📹

On the occasion of the 64th anniversary of the first crewed spaceflight, we invite our guests to a new cinema evening at the G.O.R.K.I. Centre of St Petersburg University. Having immersed ourselves in the spirit of enthusiasm and joyful anticipation of new achievements of mankind that swept the whole world after the historic flight of Yuri Gagarin, we will discuss the role of the first cosmonaut as a carrier of the ‘mission of peace’, with which he embarked on his second journey around the planet – this time within the Earth's atmosphere.
 
In the Cold War era, with the full-scale competition between the USSR and the USA dramatically aggravating, the 46 trips of Yuri Gagarin to 29 countries of the globe had an equal influence on world history as his space flight. Monarchs, presidents, prime ministers and other top officials of different states greeted the ‘simple Soviet pilot’ with sincere respect, and in their eyes there was genuine curiosity and a thirst to find out what was there, beyond the man-explored domain. We will talk about the significance of Yuri Gagarin's diplomatic tour and the unifying power of the human spirit, which can help humanity escape the trap of division and disunity even in the most turbulent times.
 
The discussion will be moderated by Dr Karin Kneissl, Head of the G.O.R.K.I. Centre of St Petersburg University, diplomat, Foreign Minister of Austria (2017–2019).

After Black Friday today there was Panic Monday. A sort of collective hysteria on the financial markets.

In a previous life (prior to my office as foreign minister of Austria), I lectured at investment fund congresses, where analysts from BlackRock, JP Morgan, Deutsche Bank etc. presented their views. Certain people make money on the price shifts not on the good as such. The worst time of wrong forecasts I remember were in spring 1999 (oil price of 2 USD) 2008 (oil price of 200 USD) and beginning of 2020, when prices turned negative in April 2020.

There is the paper oil market with the trading of Futures and there is the real oil market, the physical one. And there are the "Wall Street Refiners", traders with clean finger nails in front of screens, but not those doing the real work out on the oil rigs.

The paper oil market is currently pushing the average global oil price from 75 USD per barrel of last week to less then 60 USD oer barrel today. This is a sharp decline, since the collective fear is a big looming recession. Forecasts on emotional assumptions lead to more emotions.

it is better to keep a cool head in such days. There is confusion and hysteria in many places. The oil price is like a thermometer that measures the temperature of the global economy. Anyone who has been observing the oil price movements over the last 20 years can tell: This is not the end of the world as some "big shots" are predicting right now.

The world has other real problems. But the panic keeps many busy.

On Friday night the Russian Channel "Spas" broadcasted the second part of the interview we did some weeks ago in Moscow. We spoke, inter alia, about the impressive Russian quality to forgive.

Russians forgave French, Germans and Austrians etc of several generations, before and after 1945. And most probably Russians will be ready to pardon once more and be friends again. I hear this question very often "when will we be friends again?"

I do not have that amazing big Russian heart.
But my logic tells me:
First they over there, whether in Brussels, Berlin or wherever, should apologize for what they did to so many Russians, especially to those in culture and sports by cancelling all Russian sportsmen, musicians, giving students a hard life etc etc. The list is long.

Second, compensation needs to be paid: ranging from the freezing/confiscation of Russian Central Bank assets to just taking over Russian property, expelling people out who dared to work with Russian universities

This is my rational approach. Previously, I was certain that rationality was part of the wider European legacy until I understood that large parts of the society had turned irrational.

So first one should better wait for more rational and responsible people. This might take a while - tells me my sceptic mind.

The US government will impose reciprocal tariffs of 34% on imports from China and 20% on goods from the European Union, President Donald Trump announced.

In addition, similar measures will affect Vietnam (46%), India (26%), Indonesia (32%), Cambodia (49%), Malaysia (24%), South Korea (25%), Thailand (36%), Taiwan (32%), Switzerland (31%), Japan (24%), and other countries.

Heavy trade tariffs looming for a while entered into force yesterday.
President Trump called it Liberation Day.

Below you can see the list of the new tariffs. There are also Switzerland and Vietnam enlisted, but not Russia.

So from the times of the "invisible hands of the market" by Adam Smith we are now witnessing heavy state intervention in the US.

Already during the financial crisis of 2008 it was communist China that lectured the west about market economy.
Remember back then, the US nationalised GM, the car company General Motors, which some called Government Motors. Then it was privatised again.

Interesting times in a larger turmoil that does not affect the Russian economy as far as I may judge as a non-economist.

While the US wants to take over Greenland, Europeans tend to forget their own colonial history. Denmark is still a colonial ruler just like Britain and France.

And again it is a race for physical access to natural resources. Plus the North never stopped teaching the South what civilisation is about. Today it is a lot about dictating climate change policies.

Marine Le Pen, head of the right wing party RN (Rassemblement National), will most probably not be able to run for the French Presidential Elections in spring 2027. Mrs. Le Pen and five other EU Parliamentarians have been found guilty of embezzlement of funds. A Paris court imposed a heavy fine; a possible ban running for public office is in limbo. She is currently heading the polls.

The current French Prime MInister François Bayrou who is involved in a similar case and waiting for the trial has recently stated the following according Le Figaro:‘If Marine Le Pen cannot run, there is a risk of a shock in public opinion’.

France, which has been shaken by a series of government changes and faces a tremendous deficit, is now heading for very stormy unchartered waters. During the anticipated legislative elections in summer 2024, Le Pen won the first round. For the second round, everything was mobilised so the far left won. Ever since the French Parliament finds itself in real quagmire. Governments keep changing, like it was the case during the third Republic.

The worst case scenario will be, when a parliamentarian dispute moves into an extra-parliamentarian confrontation, i.e. into the streets. That is a risk for many EU countries when certain persons are prohibited from running for political offices. We have seen it in Romania.

France certainly is a much bigger case with strong ramifications.
Washington might most probably react with heavy language along the lines of what Vice President Vance stated at the MSC in February: The real dangers do not come Russia or China, but from within.

What I said about village life in the interview with Spas Channel was widely quoted. That is nice!!

I have been living in small villages for the last 30 years of my life and also in childhood. And often I was an alien. But I always felt at home, because I love this small world. There is nothing romantic about it, village life can also be harsh. I know what it means to heat a house with wood, crack the frozen water for the chicken. Or walk through the mud...like in these wonderful spring days. And I cherish the privilege of having a car. There were times without a car, tough when the bus passes only twice a day.

Russian villages with the chicken and ducks walking across the sandy roads to their swamp for the morning bath, the philosophical goats watching the world from sunrise to sunset, the beauty of a white church with its golden coupoles and the diligent flower gardens, children without cellphones, a magazin produkti with patient ladies and a bus stop... or the wide plains of snow and an evening in the Dom Kultura with local singers. I am grateful for having found "my Russia" which is not in the big cities or in the huge suburbia. And I am grateful for all the human warmth and exceptional men, women and youngsters I have already met. Thank you, Russia!

The miraculous multiplication of my cats

In the beginning, there was Arsène the red tiger from the Armenian quarter in Beirut. He is named in honour of Arsène Terzibachian, the father of my oldest friend in Lebanon. We met, when we were three years old. That was 57 years ago.
I adopted the little street cat together with his brother Joseph who unfortunately disappeared.
Arsène moved to Russia.
Boxer Help Moscow informed me about a tiny grey tiger found at Leningrad Railway station.
I said yes, Arsène needed a brother. Since the Russian kitten arrived on the day of Saint Vyacheslav I called him Slava.
When we moved to the village Boxer Help St.Petersburg brought me the black and white kitten whom we called Khan Kassim, the legendary founder of the town Kasimov.
On New Year' eve a young female cat was asking for food, she was very timid, coming and going. I named her Sylvester. When I decided to bring her to the veterinarian I realised that she was already pregnant.
She gave birth to 6 kitten!

This time even Paris reacted and demanded Israel to stop this senseless killing. France and the US had brokered a cease-fire that is not respected by Israel, like in Gaza.

The EU in early 2025 is all about war-economy, war-taxes, war-loan akin Eurobonds. But the trigger-happy Germany of 2025 is no longer the disciplined and well-trained military of the German Empire or Nazi Germany; Germany is the sick man of Europe in every respect. Soldiers are already suffering from burnout and depression in peacetime. How are they supposed to cope with the pressure of combat?

But there is an even more banal problem. Germany will not be able to urgently redeploy equipment to the east because the road surface and railway tracks simply cannot withstand the movement of large armored vehicles. More than 4,000 bridges are unsuitable.
And the German grid is regularly bailed out by French nuclear power, not yet by the French nuclear umbrella.

Main outcomes of the Russia and United States expert groups meeting

1. In line with the agreement reached by the presidents of Russia and the United States, the Russian and American sides agreed to provide for the implementation of the Black Sea Initiative, which includes ensuring safe navigation, eliminating the use of force, and preventing the use of commercial vessels for military purposes in the Black Sea, while adopting appropriate control measures by inspecting such vessels.

2. The United States will help restore Russia's access to the world market for agricultural and fertiliser exports, lower maritime insurance costs, and enhance access to ports and payment systems for such transactions.

Note:
Clauses 1 & 2 will come into force following:

🔹the removal of sanctions imposed on Rosselkhozbank (Russian Agricultural Bank) and other financial institutions involved in ensuring international food trade (including fish and fish products) and fertilisers, their reconnection to SWIFT, and opening of relevant correspondent accounts;

🔹the removal of restrictions imposed on trade finance operations;

🔹the removal of sanctions imposed on companies producing and exporting food (including fish and fish products) and fertilisers, as well as restrictions banning insurance companies from working with food cargoes (including fish and fish products) and fertilisers;

🔹the removal of restrictions on servicing ships in ports and sanctions against ships flying the flag of Russia, if they are involved in food trade (including fish and fish products) and fertilisers;

🔹the removal of restrictions on supplies to the Russian Federation of agricultural machinery and other goods used in the production of food (including fish and fish products) and fertilisers.

3. Russia and the United States agreed to develop measures for implementing the agreement between the two countries' presidents to ban strikes against energy facilities of Russia and Ukraine for 30 days starting on March 18, 2025, with an option to extend the agreement or to withdraw from it in the event of non-compliance by either party.

4. Russia and the United States welcome the good offices of third countries with a view toward supporting the implementation of the energy and maritime agreements.

5. Russia and the United States will continue working toward achieving a durable and lasting peace.

On insurance: At the G.O.R.K.I. we organised several sessions on the matter of insurance and reinsurance for Russia given that there is an oligopoly of reinsurers that control maritime shipping. I call it the Triangle of Insurance money: London, Geneva, New York.

More pluralism for the sake of a larger geopolitical balance and a choice for the customer should still be pursued - also after a settlement of current bilateral issues.

A total of 730 Palestinians have been killed and nearly 1,400 more have been injured since the fighting resumed in the Gaza Strip on March 18, the enclave’s Health Ministry said on its Telegram channel.

“The number of people killed in Gaza since March 18, 2025, has risen to 730, with 1,367 injured. Over the past day, hospitals have received 61 deceased and 134 wounded people,” the report by the agency stated.

The Gaza Health Ministry added that the total death toll among Palestinians since October 2023 has currently reached 50,082, with 113,408 injured.

All cease-fires in Gaza and Lebanon have been systematically violated by Israel. Last week Israel resumed massive attacks. The suffering is only worsening.

What is the war-goal? That is the question many keep asking, especially in Israel and in particular within the military and the many security agencies. Does Prime Minister Netanyahu bomb just for the sake of bombing? No limits, no rules, no goals.

The place in the history books reserved for Netanyahu will be in the category of cowardice. In contrast to others, he never assumed his responsibility for Oct.7th 2023. He only sent bombs. Cowardice is the worst of all human vices.

On March 21, 2025, G.O.R.K.I. Centre SPbU hosted the 10th business breakfast titled “European Deindustrialization: From the Ambitious Lisbon Strategy to a Sober reality”

The discussion focused on Europe’s accelerating deindustrialization and its geopolitical consequences. Dr. Karin Kneissl highlighted the decline of European industries, including the transformation of major automobile plants into museums and the collapse of companies like ‘Northvolt’ struggling against Chinese competitors. She argued that European industrial decline will persist under current policies.

Experts noted that deindustrialization began in the 20th century with the shift to a post-industrial economy. The Lisbon Strategy once aimed to boost European growth, but its failure is now evident. Given this trend, Russia should strengthen trade with BRICS nations.
