⚡️ In addition to the previous post about biometrics we would like to highlight that currently its a pilot project that is being tested in Moscow. The foreigner’s electronic card is processed in immigration center when applying for temporary, permanent residency or citizenship. After 30th of June 2025 obtaining of foreigner’s electronic card is planned to be issued in all regions of Russia and probably not only when applying for immigration services but also through gosuslugi web site.

🌟We in OKA Agency will be constantly monitoring any changes and will immideately inform you of such.

❕Obligatory biometrics for foreigners in 2025

Pilot project launched in Russia from December 1, 2024.

▪️The first stage: from December 1, 2024 to June 30, 2025
All foreigners who have arrived in Russia will immediately submit biometrics at the airport.
The rule applies to: Sheremetyevo, Domodedovo, Vnukovo, Zhukovsky and “if technically feasible” at the Mashtakovo checkpoint in the Orenburg region.

❗️Important: those who arrived in Russia before the start of the project are also required to take biometrics. There are two ways:
— in person at service centers
— online via the “Gosuservices Biometrics” application

▪️The second stage: from June 30, 2025 to June 30, 2026
The project will expand to cover all checkpoints at the Russian state border.
A digital profile will be formed for each foreigner. It will be possible to create it independently in a special application, which is currently under development. In the application it will be possible to inform about arrival and receive various services in Russia (for example, medical insurance).

🖇Exceptions to the project: citizens of Belarus, children under six years of age, diplomats and their families, employees of international organizations and their families, heads and employees of consular offices of foreign states and their relatives.

Многодетная канадская семья Фейнстра стала первой в регионе, получившей разрешение на временное проживание в упрощенном порядке благодаря Указу Президента РФ об оказании поддержки иностранцам, разделяющим традиционные российские ценности.
Теперь у них гораздо больше возможностей: в частности, они смогут зарегистрировать крестьянско-фермерское хозяйство и участвовать в региональных программах поддержки. Семья как раз строит свою ферму у нас в регионе и планирует в будущем открыть магазин по продаже фермерских продуктов. А дальше им уже нужно будет сдать экзамен на знание русского языка, чтобы подать документы на ВНЖ.
Продолжаем работу по упрощению процедур для иностранцев из недружественных стран, которые выбирают Россию для жизни, исходя из своих духовно-нравственных принципов.

The Matryoshka doll 🪆 is a symbol of Russia all over the world! But how is it made? At the Khokhloma painting factory, I got to see the unique and complicated process of making such a doll, done by masters whose craft has been passed down through generations of talented artists. Khokloma is also made here, the most beautiful traditional Russian art in my opinion, found in almost every Russian house 😍 stay tuned to find out how Khohloma has transformed in today’s modern world next week! 🎨

⚡️Important information about state register of foreign nationals who’s stay in Russia is non-compliant  

Foreign citizens who do not have documents for legal residence and work in the territory of the Russian Federation and are included in the state register should either leave Russia before 30th of April or ensure that they are compliant with the Russian laws.

In accordance with Decree No. 1126 of the President of the Russian Federation dated 12.30.2024, foreign citizens included in the register are required to leave the Russian Federation, or in the period from January 1 to April 30, 2025, apply to the local immigration office to ensure that they are compliant with immigration legislation.
Measures related to expulsion, placement in special institutions and restriction of subsequent entry into the Russian Federation will not be applied to foreign citizens subject to the decree.

The documents granting them the right to stay in Russia will be issued to such foreign nationals after passing the mandatory procedures:
▪️Biometric identification
▪️Medical examination for the presence of dangerous diseases, the use of narcotic substances and psychotropic substances
▪️Checks for depts in the payment of duties, taxes, fees, fines and other mandatory payments

Foreign citizens who have lost their legal grounds for staying in Russia and have not applied to the internal affairs bodies of the Russian Federation to resolve their legal situation are subject to expulsion in accordance with the established procedure with the closure of subsequent entry. It will be impossible to resolve the issue of settling the legal situation after May 1, 2025.

There have been cases reported that foreign nationals that are staying legally in the country have been added to the state register. That could be either by mistake or a sign that there are issues with your legal stay in Russia. In any case we do recommend by all means to visit the local immigration office in case you have been added to the state register. One of the definite signs that you have been added to the register is blocking your bank accounts by your Russian bank.

▪️Reduction of the period of stay
From January 1, 2025, the maximum visa-free period is reduced to 90 days per calendar year.

▫️Grounds for refusing entry
From February 5, 2025, border guards will have more powers to refuse entry.
The officers will be able to make a decision without appealing to other authorities.

▪️Limit on SIM card ownership
From January 1, 2025, a foreign citizen will be able to register no more than 10 mobile numbers in his or her name.
The purchase of SIM cards from January 1, 2025 will be available only after submitting biometric data.

▫️Electronic card of a foreign citizen
From June 30, 2025, foreign citizens will receive a digital profile with personal and biometric data.

📌Highly Qualified Specialists (HQS) and their family members will be able to apply for an open-ended residence permit if they comply with the laws of the Russian Federation and have been working for more than 2 years.

The quota for attracting foreign workers arriving in Russia on the basis of a visa in 2025 is set at 234.9 thousand permits.

❗️Important changes to the immigration legislation on obtaining and termination of residency in Russia

Starting from 25.01.2025 It will be possible to obtain a 3-year residency (TRP) based on marriage with a Russian citizen permanently residing in the Russian Federation either after 3 years of being in this marriage, or if there is a common child born (adopted) in such a marriage.

▪️In the event of a divorce or a court decision recognizing the marriage as void 3-year residency (TRP) and even permanent residency obtained on the basis of 3-year residency will be terminated.

▪️3-year residency (TRP) obtained on the grounds of having a child will be terminated in the event of deprivation of parental rights or restrictions on such rights, cancellation of adoption.

▪️It will be possible to obtain a permanent residence in case foreign national has a child who is a citizen of the Russian Federation if this child is born (adopted) in a marriage with a citizen of the Russian Federation permanently residing in the Russian Federation.

▪️In case a Russian child is born without official marriage, foreign national before being able to apply for permanent residency should prove at a court that foreign national resides with the child and his mother/father and is raising and financially supporting the child in Russia for at least three years before the date of applying for a residence permit.
